National Insurance Contributions (Secondary Class 1 Contributions) Bill

My Lords, I will first address the amendment seeking to require the Government to review the impact of the measures in the Bill on people with protected characteristics. The Government carefully consider the impact of all decisions on those sharing protected characteristics, in line with our legal obligations and our commitment to greater fairness and opportunity. The Government are committed to meeting their obligation to the public sector equality duty, and Ministers are confident that the Government have met the obligation for the changes in this Bill. Turning to the amendment requiring a review of the impact of the Bill on the environment and green jobs, as I have said previously, an assessment of the policy has been published by HMRC in their tax information and impact note. Further, the OBR’s Economic and Fiscal Outlook sets out the expected macroeconomic impact of the changes to employer national insurance contributions. The Government and the OBR have therefore already set out the impacts of the policy change. This approach is in line with the previous changes to national insurance and previous changes to taxation, and the Government do not intend to provide further impact assessments. In light of these points, I respectfully ask the noble Baroness to withdraw her amendments.
