I mention all that because I wholeheartedly agree with the slight admonition of Ministers from the noble Baroness, Lady Bennett of Manor Castle, for their rather formulaic answers to all these amendments. I hope that, as we come to the coda of this Committee, the Minister might be a little more imaginative, but perhaps not. This is a probing amendment, notwithstanding what my noble friend Lord Porter of Spalding says, asking for an impact assessment across the whole local government estate because each local authority has a different approach, different challenges and different financial situations.
