I will check to make sure that I have answered all noble Lords’ questions. If I have not, I will get back to noble Lords, but I hope that I have covered most of them. This instrument is necessary to ensure that local councils, waste collectors and businesses are able to deliver simple recycling in an effective and straightforward way. The legislation is already in force, as I mentioned; it will now come into effect from the end of March for workplaces and from the end of March next year for households.
