Proportional Representation: General Elections

It is a pleasure to take part in this debate on something that is fundamental to fixing the foundations of our country. It is worth repeating that public trust in our political system is in crisis. Fewer than one in three Britons believes that the UK is a well-functioning democracy. As has been said, we should be clear that this has not happened overnight. It is a consequence and reflection of a political system that is outdated, broken and in desperate need of reform, which has led to a steady decline in general election voter turnout. The election in 2024 was the second time in history—and the second time since 2000—that turnout fell below 60%, and it has not been above 75% since 1992. Even the Brexit referendum got only a 72% turnout. That is not a great endorsement of the system we have. Even more concerningly, astoundingly, in a recent survey, 25% of people aged 16 to 25 stated a preference for a dictatorship in place of our current representative democracy, because they believe that the current system does not deliver and that their voices are not heard.
