Higher Education Regulatory Approach

I thank the Secretary of State for her statement, and I particularly welcome the funding for tackling antisemitism on campus, which is a well-documented problem. When the original guidance on the Act was published, it took an approach to free speech that did not take account of the limitations on freedom of expression for minority groups that arise from hate speech. As chair of the all-party parliamentary group against antisemitism, I am particularly concerned about the risk of giving that hate implicit protection and amplification on campuses. Can the Secretary of State assure me and minority community representatives who have raised this issue with us that any future guidance will more carefully outline the importance of expression for all, including minority groups that are sometimes crowded out by loud, hateful voices?
