In evidence, Professor Monckton-Smith said that we are always told it is about having more training. Every time a disabled person has a failure with transport, whether it is on trains or in buses or taxis, we are told that the answer is more training. Every time there is a failure in education for a disabled person, we are told that there is a need for more training. If it is a SEND failure, more training; if it is a housing failure, more training; and if it is a DWP failure, it is again about having more training. In this case, I do not think that more training is necessary—it is about having the right training. How much more training do we need? To go back to why disabled people are worried, in so many cases a lack of training is used either to get away with poor service or to hide how disabled and older people are treated.
