My Lords, I, too, shall speak very briefly, which will save valuable minutes in which I can order my CyberUp Christmas mug. Amendments 156A and 156B add to the definition of unauthorised access, so that it includes instances where a person who accesses data in the reasonable knowledge that the controller would not consent if they knew about the access or the reason for the access, and this person is not empowered to access by an enactment. Amendment 156B introduces defences to this new charge. Given the amount of valuable personal data held by controllers, as our lives have moved increasingly online—as many speakers in this debate have vividly brought out—there is absolutely clear merit not just in this idea but in the pace implied, which many noble Lords have called for. There is a need for real urgency here, and I look forward to hearing more detail from the Minister.
