These are obviously probing amendments but what this group of amendments, from all noble Lords, shows is that the Committee is not content with the level of parliamentary scrutiny in either House at this time. We are taking a lot on trust and passing over a lot of power and decision-making to the Government. I believe that if it is worthy of scrutiny, the noble Lord and the Government should not be frightened of parliamentary scrutiny: that is the main thrust of the amendments in this group.
