Football Governance Bill [HL]

My Lords, I support my noble friend Lord Parkinson’s excellent amendments. They are straightforward, sensible and in keeping with recent developments whereby the previous Administration established in primary legislation quite strict rules about the takeover of British businesses by foreign entities. Soft power and the global kudos and prestige of football cut both ways. They could be used by bad actors, foreign countries and state-owned entities in those countries for nefarious and possibly criminal activities such as money laundering. Therefore, the Government would be wise to take on board the concerns that some of us on this side of the Committee have. In that respect, Amendment 196 is sensible, because we have a regime which looks at foreign entities’ ownership of UK interests. It would be irresponsible to disregard the intelligence and information provided by the agencies mentioned, particularly the National Crime Agency and the security services, in making a reasonable, fact-based decision about the efficacy or otherwise of ownership. Given that ownership runs through this Bill quite prescriptively at a micro level, in terms of very small clubs, it is only sensible for the Government to consider how big strategic ownership decisions would be affected by this Bill. In that vein, it would be wise for the Government to consider accepting these amendments.
