What is unusual about the provisions in the Bill is that, unlike other sectors, the owners, and ultimate owners behind these funds, will have to be identified by the government regulator because the Government specifically state that an owner cannot avoid being identified as an owner simply by, for example, placing their shares in a club into trust.
