Football Governance Bill [HL]Contribution
I will speak to my Amendments 19 and 25, which form part of this group. I am grateful to my noble friend Lord Moynihan for the way he introduced his Amendment 18 and opposed Clause 2 standing part. Amendment 19 seeks to specify which leagues will be under the scope of the new independent football regulator. As the Delegated Powers and Regulatory Reform Committee points out, the Bill as drafted grants the power to decide this to the Secretary of State and for it to be made by statutory instrument. That means that, like the lack of definition of “English football”, there is in the Bill no indication of which clubs and leagues can expect to be regulated.
