Does it mean a minor delay in documentation or a misunderstanding over procedures, or does it require full co-operation under any and all circumstances? Again, without clear definitions and procedures, businesses could be penalised for circumstances outside their control or in situations where they made a good-faith effort to comply. The lack of clarity on what constitutes co-operation again leaves businesses vulnerable to arbitrary enforcement.
