The unfortunate reality is that many offenders are never caught. Even when successful prosecutions are achieved, the sentences are often too lenient to deter others. In addition, those convicted frequently lack any assets to meet the costs, leaving the authorities struggling to recover any meaningful sums. All the while, the waste that has been dumped remains, causing untold environmental damage and further distress to local communities. We therefore believe the focus must remain on improving capacity and strengthening investigation powers, ensuring that local authorities and the police have the resources that they need to act swiftly. Prevention is better than cure. These practical steps, rather than further guidance alone, are what will help to ensure that the responsibility for waste crime is properly directed and that the polluter pays, not the innocent. We are keen to continue exploring ways to achieve these shared goals more effectively.
