I will not respond to Amendment 14 because it is not being moved. Amendment 19 in the names of the noble Lords, Lord Davies of Gower and Lord Cameron, is about adding penalty points to a driving licence for persons convicted of a fly-tipping offence. We are supportive of this amendment. Those who fly-tip are dependent on their vehicles to conduct their nefarious activities. We support this as a means of further action and further deterrence. Again, however, it is not really the answer, because these people are not caught or detected and will not be particularly deterred by a couple of points on their licence. But we have no objection to this being brought forward.
