Amendment 21 seeks to require local waste authorities to collect all waste resulting from fly-tipping and then seek to recover the cost from the offender. Again, we understand. However, while we support the aim of waste being cleared promptly, we do not believe that placing a statutory duty on local waste authorities to collect fly-tipped material is practical or a sustainable solution. Many councils operate under secure resource constraints and have very limited funds. What would really happen is that the public would pay the cost of this through local authorities while the polluter gets away with not paying what they should.
