However, stipulating in Amendment 36B that the Secretary of State “must consult” specific groups in every instance, ahead of exercising the various powers set out in the Bill, would frustrate efforts to improve the speed and efficiency with which high-quality technical qualifications and apprenticeships are developed to align with identified skills needs. This would inhibit the skills system from becoming more responsive.
