In answer to a recent question in your Lordships’ House, I was able to cite some figures about revenue generation for the first franchise network in Manchester, where consistent marketing and service planning rules, allied to a concentration on performance, have made passenger numbers and revenue go up. That is the virtuous circle that I think we all want to see, rather than the reverse, which has happened in a number of towns and cities in England, where service frequencies and patronage have decreased, revenue has declined and service frequencies and coverage have got worse.
