Water (Special Measures) Bill [HL]

If the current regulatory model is anything to go by, regulators are severely conflicted and are not independent of the industry. They have presided over the mass extraction of dividends of at least £85 billion. In addition to that, companies have also paid shareholders untold billions through intragroup transactions. Some water companies have been paying interest to other group members, the details of which I am afraid I have never been able to work out on a spreadsheet, but it also adds up to significant billions.
