Water (Special Measures) Bill [HL]Contribution
Current regulators have presided over the illegal dumping of raw sewage in rivers, seas and lakes; they have let trillions of litres of water leak away; and they have turned a Nelsonian eye for years to underinvestment in the infrastructure. The poverty of regulation has played a key role in the current mess that the whole water industry is in and the financial precariousness of the industry.
