Ofwat is too cosy with the water industry; as has already been cited, two-thirds of England’s biggest water companies employ key executives who previously worked at Ofwat. Executives of water companies and regulators regularly meet in hotels and private members’ clubs to work out a common strategy to appease public opinion and distract people from the real issues. As I have pointed out before, there is nothing in the Bill which would check this collusion and cognitive capture of the entire regulatory apparatus.
