Water (Special Measures) Bill [HL]

The Environment Agency data shows that the 10 main wastewater companies in England and Wales have been convicted 1,109 times since 1989 for violation of the rules. They have been fined a puny £160 million and managed to keep their licences to operate. Can you imagine a food company or a company producing medicines being convicted 1,109 times and being allowed to retain a monopoly of something? Can you imagine their leaders then being indulged by Ministers and promised more goodies, such as restructuring the companies and handing them back to the same people? Well, that is actually what is going on.
