What the directors are saying is that they use their discretion in deciding how much of the repair and maintenance expenditure they want to capitalise, and it is not possible to corroborate their judgment independently. The amounts they have so capitalised are not known. These imprudent practices were used by Carillion. We know what happened to Carillion, so we know where water companies are heading with the same practices.
