I share my noble friend’s concerns about the broad drafting of Clause 1, and we must ensure that we have the right balance between carrot and stick to effectively incentivise the behaviours we want to see from water companies without driving talent away from the sector. I would be interested to hear from the Minister whether it is the Government’s expectation that Ofwat should be allowed to vary the rules on performance and governance so that they apply to KPIs—key performance indicators—that focus on areas other than managing pollution and sewage overflows.
