We would need guidance and rules from the regulator to define these terms. I can imagine whole teams of regulators being established to make what should be a relatively straightforward decision and to defend these decisions from legal challenge. It is our view that there would be significant and unnecessary costs to the regulator making decisions on these criteria. Additionally, the involvement of employees and customers in these decisions would require a no doubt overburdensome process for the approval of dividend payments.
