Water (Special Measures) Bill [HL]Contribution
We have looked at this problem in our amendments. Amendment 92 in my name and that of my noble friend Lord Blencathra might be of interest to the noble Lord, Lord Sikka. We will, of course, speak to that amendment when we reach it but, to explain very briefly, Amendment 92 would restrict dividends and returns to investors if the undertakers are taking defined excess financial risk and are overleveraged.
