It seems reasonable to limit the application of these rules to the senior decision-makers at board level rather than giving Ofwat the power to apply them to other employees. Board-level directors are the people who make the decisions that direct the performance and activities of water companies, and it is clearly the behaviour of these individuals that the Government are seeking to influence under the Bill. Can the Minister confirm whether it is the Government’s intention that these rules should apply to employees in the water sector below board level?
