I would also be interested to hear from the Minister what impact assessment the Government have undertaken to establish whether the application of these rules to people below board level will have an impact on the number of qualified people coming forward to work in the sector. As my noble friend Lord Blencathra said earlier this evening, we must ensure that the 100,000 people employed in the water sector have the right protections and incentive structures so that we continue to attract talent. The Minister acknowledged this at Second Reading; I hope that she will listen to my noble friend Lord Remnant’s concerns.
