I think the Minister would share my view that we should not implement penalties unless there is a clear outcome that we want to achieve. It seems that the application of these rules to non-executive directors would not have a direct impact on decision-makers within water companies. It is vital that the Bill encourages senior decision-makers to take rapid steps to tackle pollution. However, we should seek to create the right incentive structure for those in senior roles rather than taking an approach that seeks punitive action without a clear objective to improve incentives for water executives. I look forward to the Minister’s response.
