I am sorry that the Government have not seen fit to look at that fundamental dysfunction. If we are going to have two different regulators, we need some mechanism within the system to ensure that the environmental demands and needs are constantly under review by water companies. There is no point in saying there is this, that and the other. We just have to face the fact that it has not worked up to now. In that sense, I agree with the noble Lord, Lord Sikka, that because it has not worked up to now, we may as well look at the problem and see how we might solve it.
