The nearest thing to a solution—which does not mix up running a business with trying to make sure that the business is run in a context that properly looks at these different issues—is to look at the amendments tabled by the noble Duke, the Duke of Wellington, and others. They are an attempt to make sure that any water company has to seriously consider these matters in all the decisions it makes.
