I turn now to Amendment 16 in the name of the noble Lord, Lord Cromwell, who asked about transparency, consultation and engagement. Ofwat’s consultation says that there is a need for companies to demonstrate clearly how relevant consumer representation has been taken into account in key decisions. Ofwat needs to make very clear how that has taken place. We have other measures in the Bill that are designed to increase transparency, such as the pollution incident reduction plans.
