Finally, turning to Amendment 82 in the name of my noble friend Lord Sikka, I am sure he will be pleased to know that the appointments of non-executive directors to Ofwat’s board, including the chair, are already regulated public appointments and therefore must be made in line with the Governance Code on Public Appointments. The responsibilities and selection of those appointed rest with Defra Ministers, who are accountable to Parliament for their decisions. Ofwat also engages informally with customers, water companies and other stakeholders on relevant consumer and environmental matters.
