Will the Minister say how HR and payroll departments or the hard-pressed small business owner running a seaside ice cream stall are going to manage these complex interactions with their employees, people with multiple employments and variable pay, whether monthly or weekly, especially when it was reported last week that only 3.8% of the taxpayers required to sign up to HMRC’s new digital tax collection system, which will require self-employed people to file taxes four times a year, have done so? That means that out of every 30 people lined up against the wall only one will have managed it.
