We might remember that the Bill does not operate in isolation: alongside it sits the Pension Schemes Bill. Indeed, many noble Lords who have ably contributed to it are here with us today on this. Together, these policies are reshaping the accumulation phase of saving, altering incentives, changing structures and affecting employer behaviour. The adequacy landscape is being redrawn in real time. We are told that the Pensions Commission will report next year, but the DWP is uncertain about whether this will include a granular assessment of the interaction between this Bill, the Pension Schemes Bill and the adequacy projections for defined contribution savers. Perhaps the Minister could confirm whether this is the case now. If it does not have that task explicitly within its scope, then the Government are legislating first and analysing later.
