National Insurance Contributions (Employer Pensions Contributions) Bill

We are repeatedly told that this measure raises revenue—£4.8 billion in year one falling thereafter—but pensions policy should not be a short-term fiscal lever. The IFS report makes another vital observation. Many lower earners already struggle to reach even a minimum retirement standard. If policy changes further reduce private saving, the logical consequence is greater reliance on the state pension. In a society facing demographic ageing, that is not a trivial matter.
