Public Libraries

My Lords, libraries are a physical manifestation of an intellectual community. They are places that gather knowledge and manifestations of the human condition. They should be at the heart of any community. They can give cohesion, open windows into new worlds and ideas and bring together young and old from all backgrounds. As an MP, I used to hold my advice surgeries in three local libraries. The fourth ward did not have a library; it was also the most socially divided ward. People could come and see their MP, but no one knew that this is what they were doing in the library. In developing their strategy, I urge the Government never to forget the social, community-enhancing function of a library.
