My Lords, before we resume the debate on the Motion for an humble Address, I thought it would be helpful to the House to remind all Back-Bench speakers that the advisory speaking time for today’s debate is five minutes. This means that, when the Clock has reached four minutes, noble Lords should start making their concluding remarks, and, at five minutes, their time is up. This shows respect and courtesy to the House and, by sticking to it, we will rise at around 3.30 pm today. I have asked the Whips on the Government Benches, if necessary—I hope that it will not be—to intervene if Members go over the allotted time.
