English Devolution and Community Empowerment Bill

My area of Sussex is on the fast-track devolution programme. Although that brings challenges and inevitably means that we are still building parts of the plane while learning to fly, for my constituents and all Sussex residents, the devolution of power and resources has the potential to transform our area in health, education, housing, transport and sustainable economic development. Given the short time available to me, I will concentrate my remarks on Lords amendment 80, which would strengthen the ability of licensing authorities in England, Scotland and Wales to issue cumulative impact assessments or gambling impact assessments. The amendment would give councils a clear, evidence-based tool to assess the cumulative impact of adult gaming centres and to identify areas in which further gambling premises would undermine local licensing objectives, including vulnerability and clustering.
