Speaking in the House of Lords on 27 April 2026

Debate

Chemicals (Health and Safety) (Amendment, Consequential and Transitional Provision) Regulations 2026

Contribution

The question I put to the Minister is this. Because the exceptions to that compliance are very broad in the SI, is there not, as many have said, a real risk that divergence could increase rather than decrease? Will the Government, through the HSE, start to report on UK-EU divergence in classifications and, in particular, explain why an EU chemical classification is not being considered for a UK classification and report that regularly? Like the noble Baroness, Lady Bennett, I am interested in the mention of 2027, which is not so far away. Does that mean that convergences with EU regulations will stop at that point? In the meantime, will we have much better information and timely information on why those divergences are still taking place?
