68: After Clause 14, insert the following new Clause— “Dealing with offenders for crimes committed as childrenWhere a court is dealing with an offender for a crime committed before the age of 18 but at the time of the first court appearance the offender is older than 17 but younger than 21, the offender must be dealt with by a youth court and sentenced according to the sentencing guidelines which apply in a youth court.”
