That led to me, and I think others, tabling more amendments than I had perhaps expected to, including those on issues raised by the royal colleges, the Law Society and other distinguished bodies. My amendments have largely tried to draw out how the Bill would work in practice—whether the safeguards claimed would really be provided in practice—and to consider the devolution issue, when the focus flipped from an MoJ court-led process to a largely health-based Bill. I am conscious that the noble and learned Lord has commended the civil servants and I understand why he has done that, but by the introduction of government officials we saw the inclusion of lots of Henry VIII powers—exactly what the reports thought were not appropriate.
