When I was a Minister, and particularly a Cabinet Minister, every Friday I would personally download reports from the JCSI, the DPRRC and the Secondary Legislation Scrutiny Committee to check on the progress of legislation for which I was responsible. While it sometimes revealed issues that officials had never brought to my attention—when they had been told off by the JCSI and others—they soon learned that attention to detail really did matter. The reason I took such an interest in legislation presented to the House was that I did not want it to be determined in the courts, particularly secondary legislation.
