In any event, the rate at which those amendments were debated is in keeping with usual progress or, in fact, faster. It was not just a handful of noble Lords tabling amendments; it was over 60, many more added their names to amendments tabled by others and over 130 noble Lords spoke. Of these speeches, I have yet to learn which are supposed to have been irrelevant, repetitious or unusual in length. We heard that charge from the noble Lord, Lord Pannick, but we have not heard any specifics on which ones he was referring to. It is only speeches from those of us with concerns about the Bill that are seen as illegitimate. The charge of blocking by supporters of the Bill has simply not been substantiated: it is a mere charge from some who apparently never intended that we should actually do our job.
