205: Clause 60, page 61, line 27, at end insert— “(2A) In making regulations under subsection (2), it is the general duty of the Secretary of State to ensure that such regulations promote the role, involvement, and authority of locally elected councils in the governance of neighbourhood areas.(2B) It is also the general duty of the Secretary of State, in making regulations under subsection (2), to encourage local decision-making as close as practicable to the neighbourhoods affected.”
