By being transparent, we would also keep downward pressure on costs, because when the Government are directing those negotiations and revenue support contracts, one thing they will have to help keep the costs under control is knowing that the impact on the end consumer will be transparent and will have to be explained and justified. Transparency and the impact on consumers will be a helpful counterweight to the pressure there will be from investors to deliver a revenue certainty mechanism at a higher price for sustainable aviation fuel. It also means the Government will have to keep under review the benefits of this policy and the extent to which it is or is not delivering sustainable aviation fuel. Having to test that regularly and expose it in public —once a year is not an unreasonable frequency—would have real benefit to the development of public policy.
