It is exactly because of that review, which was commissioned immediately after we came into government, that we suspended a whole series of arms export licences. We took practical steps, just as we have done in providing additional aid and support, and in introducing whole swathes of sanctions—this is our fourth round in this area—and we will continue to do that. To get overall impact, however, we need an international coalition; no one country can do it alone. The impact that was felt in the autumn to achieve the 20-point plan for Gaza took countries from around the world coming together. That is what we need again, and that is why we need to drive this through international diplomacy and activity, as well as through the actions that we in the UK take.
