Why Ely? Put simply, this is one of the most constrained parts of the national rail network. It is a major bottleneck where five lines converge. New clause 35 would require the Secretary of State, when setting the rail freight target and preparing the statutory rail strategy, to treat Ely as a nationally significant capacity constraint. It would also require a report to Parliament on progress, rather than allowing this just to wither on the vine, showing what was being done.
