Upgrading Ely junction is about improving connectivity and passenger services in one of the growth parts of the country, while supporting our ports and logistics, giving businesses the confidence to invest, and unlocking key housing and employment sites. Amendment 69 would place a specific duty on Great British Railways—the controlling mind in this scheme—to “have particular regard”, in carrying out its capacity function, to increasing capacity at Ely. Without such a duty, even if Ministers considered Ely was a problem to be fixed, there is no guarantee that Great British Railways would choose to prioritise it.
