186: After Clause 56, insert the following new Clause— “Powers of strategic authoritiesBefore new powers are conferred on a strategic authority, the Secretary of State must be satisfied that the strategic authority has a plan which will improve local services, drive efficiency and improve cost effectiveness.”Member’s explanatory statement This amendment seeks to ensure that before changes are made, each strategic authority has a plan to ensure improved services and value for money for the tax payer.
