Yes, mistakes will happen. The large number of applications means that, occasionally, mistakes will need to be rectified, but the purpose of these changes is to make sure that that rectification is as positive as it can be for the process as a whole and that people get fair outcomes regardless of the way in which they have travelled to get the allocation approved in the end.
